Howard County Courthouse: Access and Procedures for Columbia Cases

The Howard County Circuit Court sits at 9250 Judicial Way, Ellicott City, MD 21043. This is the only Circuit Court location serving Columbia. The clerk's office is open Monday through Friday from 8:30 a.m. to 4:30 p.m. There is no alternate Columbia location where civil records can be accessed.

When you visit in person, bring the case number if you have it. If you do not have a case number, a party name and an approximate year of filing will help staff locate the file. You can inspect civil case files at the clerk's office without charge. The court also has a civil law self-help center on site, which can assist those who are not represented by an attorney and need guidance on how to read or request records.

Howard County Circuit Court accepts requests by mail. Send your written request to the Civil Department at 9250 Judicial Way, Ellicott City, MD 21043. Include party names, case number if known, the type of documents you need, and a payment instrument. Personal checks are not accepted at most Maryland courts, so a money order or cashier's check is the safest option for mail-in requests.

If you need audio recordings of a court proceeding, requests must be submitted in writing. Allow 2 to 3 business days for the court to process the request. Searching Columbia Civil Court Records Online

Maryland provides a free online tool for searching civil court records across all 24 jurisdictions, including Howard County. The Maryland Judiciary Case Search is the primary way to look up Columbia civil court records without going to the courthouse. It is updated nightly, and new filings usually appear by the next business day.

The search tool requires an exact name by default as of December 2021. If you are not sure of the full legal name, add a percent sign (%) after the name to run a partial match search. The results show case type, filing date, party names, and basic case status. You will not see the actual documents through Case Search. Full records are only available through the clerk's office.

Case types you may see in Howard County civil results include CT for civil tort, CC for civil contract, CJ for civil judgment, DA for divorce absolute, and DL for divorce limited. Knowing the case type can help you narrow down results if a name search returns multiple hits.

Maryland is adding a new case search portal in March 2026 as part of the MDEC electronic courts project. This update is expected to improve access to case filings and document viewing for the public. Howard County is part of the MDEC rollout, which will eventually allow some electronic document access beyond what Case Search currently provides.

For older records, the Maryland State Archives in Annapolis holds historical court records not available in Case Search. If you need civil records from decades past, the Archives is worth contacting at 410-260-6400.

Getting Copies of Columbia Civil Court Records

Copies of civil court records from Howard County Circuit Court cost $0.50 per page. Certified copies run $5.00 plus the per-page fee. Exemplification copies cost $10.00 plus the copy fee. These fees are set by the Maryland Courts system and apply statewide.

You can get copies in person at the Civil Department window at 9250 Judicial Way. You can also submit requests by mail. Include the case number, the names of the parties, what documents you need, and a money order or cashier's check for the estimated amount. Electronic non-certified copies may be available through ShareFile for some cases. Ask the clerk about ShareFile availability when you contact the office. This can save time if you only need an unofficial copy for reference and do not require court certification.

Some records are not available to the public. Adoption files, juvenile records, CINA cases, sealed records, and expunged cases do not appear in Case Search and cannot be obtained through standard copy requests. Since 2024, Failure to Pay Rent cases where no judgment was entered are automatically shielded and will not show up in searches.
