How to Access Carroll County Civil Court Records

The fastest way to search Carroll County civil court records is through the Maryland Judiciary Case Search. This free tool covers all 24 Maryland jurisdictions and is updated nightly. You can search by name, case number, or filing type. Since December 2021, the system defaults to exact name matches. If you want broader results, add a percent sign (%) to the end of the last name to run a partial match search.

Case Search shows summaries and docket entries. It does not show document images. To see the full contents of a file, you need to visit the Carroll County Circuit Court in person or send a written request by mail. Civil records in the system go back to January 1, 1991. Cases filed before that date are stored at the court and may require additional steps to locate.

The court's new online portal launched on March 14, 2026. Some older case formats may display differently in the updated interface. If you run a search and get no results, double-check the spelling and try the partial match option before assuming no record exists.

Carroll County Circuit Court Clerk

The Carroll County Circuit Court Clerk handles all civil filings, criminal records, land records, business licenses, and marriage licenses. Clerk Heather S. DeWees runs the office, which is located at the Courthouse Annex in Westminster.

The main office number is 410-386-8715. There is also a toll-free line at 1-888-786-0039. The office is open Monday through Friday, 8:30 a.m. to 4:30 p.m. You can email the office at carrollcc@mdcourts.gov for general questions. For specific civil case filings, try 410-386-8720. Land records and licensing inquiries go to 410-386-8760.

The court has several dedicated email addresses depending on what you need. Business license questions go to carrollcountylicense@mdcourts.gov. Marriage license requests go to carrollcountymarriage@mdcourts.gov. Land recording requests go to carrollcountylandrecords@mdcourts.gov. You can also reach Clerk DeWees directly at heather.dewees@mdcourts.gov if you have a specific concern that general staff cannot handle.

There is a drop box at the front of the Circuit Court Annex at 55 North Court Street. You can use it to submit filings or payments outside of regular office hours. This is useful if you need to meet a filing deadline but cannot get there during the day.

Note: Personal checks are not accepted at most Maryland courts, including Carroll County. Bring cash, a money order, or a credit card.

Getting Copies of Civil Court Records in Carroll County

Copies of Carroll County civil court records cost $0.50 per page. If you need a certified copy, that adds a $5.00 certification fee on top of the per-page charge. Exemplification, which is a higher level of authentication sometimes needed for use in other states or countries, costs $10.00 plus copy fees. There is also a $2.00 mailing fee if the court sends copies to you by mail.

You can request copies in person at the clerk's office on North Court Street. Bring the case number if you have it. If not, staff can help locate the file using party names and filing dates. You can also send a written request by mail to the same address. Include the case number or names of the parties, the type of documents you need, your return address, and payment. The court does not accept personal checks, so send a money order.

A Customer Resource Packet is available at no charge from the clerk's office. This packet explains common procedures and forms used in the Carroll County Circuit Court. The court also has a Copy Request Form for specific case contents if you want to be precise about what documents you need. Carroll County Civil Court Records: Fees and Filings

Civil filing fees in Carroll County follow the statewide schedule. If you file with an attorney, the fee is $185.00. If you file without an attorney, it is $165.00. Foreclosure filings on residential properties cost $300.00. Foreclosure mediation adds another $50.00. Docketing a motion costs $31.00. A dismissal costs $15.00. Foreign judgment filings run $110.00.

Starting October 1, 2025, a change under Maryland HB 347 affects how documents are recorded. Any document recorded after that date must have a 3-inch top margin on the first page and 1-inch margins on all other sides. The paper must be white, printing must be in black, the page cannot be larger than 8.5 by 14 inches, and the font must be at least 10 points. This applies to land records and other filed documents.

Business license renewals can be done online at the Maryland Courts business license portal. The Carroll County clerk processed a wide range of business licenses through this system.

Scam Alerts and Self-Help in Carroll County

The Carroll County Circuit Court has warned residents about several active scams. One involves letters offering to file a deed copy for $99 to $109 when the court provides this service for free or at a low cost. Another involves phone calls claiming you missed jury duty or have a bench warrant and demanding payment. The court does not call people to collect payments over the phone. There are also reports of property sale fraud and calls posing as subpoenas that ask for personal information. If you receive one of these calls, hang up and contact the clerk's office directly.

Veterans who want to file a DD-214 for safekeeping can do so through the Carroll County clerk. The office keeps this on file so a certified copy can be retrieved later. Information on this process is available at the clerk's office directly.
